How to start a private label skin care line.
Eight stages take a skin care idea from a technical brief to shelf ready stock: formulation, testing, EU regulatory validation and GMP manufacturing. This is the path our laboratory in Barcelona runs with brands every week.

Define the brand and the commercial brief
Before a single formula exists, decide who the line is for, at what price point, and through which channel it sells. A private label skin care brief should name the target consumer, the retail price, the claims you want to own, the launch markets and the expected first production volume. Those five inputs shape every technical decision that follows, and changing them later is what makes projects expensive.

Choose between stock, adapted and exclusive formulas
Private label covers three very different routes. A stock formula is fast and low cost but shared with other brands. An adapted formula takes an existing base and personalises texture, fragrance, actives or claims. An exclusive formula is developed from scratch and belongs to your brand. Most serious skin care lines start with adapted bases for supporting products and exclusive development for the hero SKU.

Develop and benchmark the formula
In the laboratory the brief becomes a working formula: active concentrations, sensorial profile, pH, viscosity and preservation system. Expect several sample rounds. Benchmark each round against the competitor product you want to beat and record your feedback in objective terms, texture, absorption, scent, after feel, rather than only impressions.

Run stability, compatibility and challenge testing
A formula is only viable once it survives real life. Stability studies track the product at different temperatures over time, compatibility studies confirm the formula does not react with the chosen packaging, and challenge testing validates the preservative system. For skin care sold in the EU these studies are not optional extras, they are the evidence base for the safety dossier.

Complete the PIF, safety assessment and CPNP notification
Every cosmetic placed on the EU market needs a Product Information File, a safety assessment signed by a qualified assessor, and notification in the CPNP portal. Labelling must carry the INCI list, batch code, PAO or expiry, responsible person and country of origin. Claims must be substantiated, which is why efficacy testing is usually planned alongside the safety work rather than after it.

Select packaging and finalise artwork
Packaging decides perceived value and often the lead time. Confirm component availability, minimum order quantities and decoration method early, then lock artwork against the approved regulatory text. Refillable, mono material and recycled options are now expected in premium skin care, and they must be validated for compatibility just like any other component.

Scale up to GMP manufacturing
Scaling from a laboratory batch to a production batch changes mixing, heating and filling behaviour. A pilot batch confirms the formula behaves identically at volume. Manufacturing then runs under ISO 22716 good manufacturing practice, with raw material control, in process checks, retained samples and batch release documentation for every unit produced.

Plan the launch and the reorder cycle
Set your first production volume against realistic sell through, not best case. Agree lead times for reorders before launch, because ingredient sourcing and component production, not manufacturing, are usually the longest part of the cycle. Keep the formula and dossier under review so that new markets or new claims can be added without restarting development.

How much does it cost to start a private label skin care line?
Cost depends on whether you use stock, adapted or exclusive formulas, how many SKUs you launch with, the packaging chosen and the regulatory testing required. The main fixed investments are formulation development, stability and safety testing, packaging tooling or minimums, and the first production batch.
How long does it take to launch?
A line built on adapted formulas can reach market in a few months. A fully exclusive skin care development, including stability studies, safety assessment and CPNP notification, typically takes longer because the testing periods cannot be compressed.
What is the minimum order quantity?
Minimums are usually driven by packaging components rather than by the bulk formula. Confirming component minimums early is the single most effective way to keep a first launch affordable.
Do I own the formula?
With an exclusive development the formula is created for your brand. With stock or adapted bases the underlying base remains the laboratory's, while the personalised version is reserved for you. Agree ownership in writing before development begins.
